IC Realtime introduces the IPEL-B40V-LPR1, a next-generation
4MP License Plate Recognition (LPR) network camera, designed to replace its
predecessor, the 2MP model, and equipped with dual illumination capabilities
featuring infrared (IR) and white light. Built with a high-performance 1/1.8''
CMOS image sensor, this camera captures sharp 4MP video at 30 frames per
second, capturing plates in vehicles traveling up to 35 MPH while delivering
superior image clarity and detail. The 8 mm–32 mm motorized varifocal lens
provides flexible zooming with an angle of view between 62.8° and 2.6°, making
it highly adaptable for monitoring various locations. Its robust size of
15.55" × 4.76" × 5.03" ensures durability and high performance
in demanding environments.
Supporting H.265 video compression with dual-stream
encoding, the IPEL-B40V-LPR1 optimizes bandwidth efficiency while maintaining
excellent video quality. The camera's 140dB true Wide Dynamic Range (WDR) and
3D Noise Reduction (3DNR) guarantee clear, high-contrast footage, even in
challenging lighting conditions.This LPR camera captures license plates with a vehicle
capture rate of 99% when installed under recommended lighting conditions,
making it one of the most reliable solutions available. It operates effectively
within a capture distance of 26.25 ft to 65.62 ft (8 m to 20 m), with a
detection width ranging from 19.69 ft to 26.25 ft (6 m to 8 m), ensuring broad
coverage for vehicle surveillance. The IPEL-B40V-LPR1 also features intelligent video
surveillance (IVS) capabilities such as Intrusion and Loitering detection,
allowing for advanced monitoring of restricted or sensitive areas. Its seamless
integration with ANPR-supported NVRs provides powerful video search and
retrieval capabilities based on license plate data, enhancing its functionality
in security and traffic management applications. The camera also includes a
built-in microphone, 2W speakers, and an audio output port that supports custom
audio broadcasting via text-to-speech, adding a unique layer of interactivity.
For night-time operations, the camera is equipped with two
adjustable 730 nm IR illuminators and two warm white LED lights, ensuring clear
license plate capture up to 65.62 ft (20 m) in 0 lux environments. The camera’s
overall monitoring range extends to 196.85 ft (60 m), and it can capture
full-color video down to 0.001 lux at F1.6, delivering vibrant images even in
ultra-low light. Additionally, blue and red LED indicator lights enhance
visibility and functionality in various conditions.
Engineered for durability, the IPEL-B40V-LPR1 is both
IP67-rated for weather resistance and IK10-rated for vandal resistance, making
it ideal for outdoor installations. It can be powered via PoE (802.3at, Type 2,
Class 4) or 12V DC, with a maximum power consumption of 17 W. The camera also
supports up to 64GB of onboard microSD storage, allowing for local video
recording. ONVIF S compliance ensures compatibility with a wide range of
third-party systems, providing flexibility and ease of integration.
The IPEL-B40V-LPR1 is fully compatible with IC Realtime’s IC
View+ mobile app for iOS and Android, and the IC Now desktop software, enabling
easy remote access and control. Covered by IC Realtime’s 10-year warranty and

ANPR (Automated License Plate Recognition) Technology
This camera is equipped with Multi-Regional ANPR technology. Using Vehicle Detection, ANPR automatically capture’s a vehicles license plate and works with IC Realtime’s ANPR supported NVR’s for ease of search using captured
vehicle and plate information as well as creation of allow and block lists to permit or deny entry when tied into a gate system. This makes this LPR camera a perfect choice for vehicle exit, entrance and gate monitoring.
Interoperability
The camera conforms to the ONVIF (Open Network Video Interface Forum) specifications, ensuring interoperability between network video products regardless of manufacturer.
Starlight Technology
Featuring Starlight Technology, this camera is ideal for applications with challenging lighting conditions. Its low-light performance delivers usable video with minimal ambient light. Even in extreme low-light conditions, Starlight Technology is capable of delivering color images in near complete darkness(0.001 lux).
Smart H.265+
Deliver high quality video without straining the network, Smart H.265+ is the optimized implementation of H.265. The Smart H.265+ encoding technology includes a scene adaptive encoding strategy, dynamic GOP, dynamic ROI, flexible multi-frame reference structure and intelligent noise reduction, providing saving of up to 70% of bandwidth and storage when compared with standard H.265.
Smart IR Technology
With IR illumination, detailed images can be captured in low light or total darkness. The camera's Smart IR technology adjusts the intensity of camera's infrared LEDs to compensate the distance of an object. Smart IR technology prevents IR
LEDs from whitening out images as they come closer to the camera. The camera's integrated infrared illumination provides high performance in extreme low-light environments up to 196ft (30m) for monitoring purposes.
Wide dynamic range (WDR)
The camera achieves vivid images, even in the most intense contrast lighting conditions, using industry-leading wide dynamic range (WDR) technology. For applications with both bright and low lighting conditions that change quickly, true
WDR (140 dB) optimizes both the bright and dark areas of a scene at the same time to provide usable video.
Protection (IP67, IK10)
Subjected and certified to rigorous dust and immersion tests (IP67) and impact tests (IK10), the camera complies with an IK10 impact rating making it capable of withstanding the
equivalent of 11.02 lbs (5 kg) of force dropped from a height of 15.75 in. (40 cm).
